This is a special edition of Amplifying Voices that includes highlights of the Open Society Initiative for East Africa's work from 2005 to 2015. Amplifying Voices documents different journeys the foundation has traveled with its partners since its launch in 2005 and the collective efforts to realize human rights and freedoms for all.
Amplifying Voices pays particular attention to those on the margins of society, including stories of working on the forced sterilization of HIV-positive women or those with mental health illnesses, promoting the rights of sex workers, or addressing the question of human rights and counterterrorism.
The Open Society Initiative for East Africa started as a one-program initiative in 2005 in Kenya and today has grown to include eight programs in the region. Geographically, the foundation now works in Kenya, Uganda, Tanzania, South Sudan, and Sudan. It addresses issues including health and rights, disability rights, and food security.

With so many complex and urgent challenges facing contemporary society, clearly treading water isn't enough. How can philanthropy adapt to tackle these challenges head on? How can the EFC be the catalyst in this process?The answers to these questions are going to be critical.This commemorative book, marking 30 years since the establishment of the European Foundation Centre, turns to some of the most influential thought leaders on philanthropy from around the world to have their say on the future of the EFC and the wider philanthropic sector.
Ascendium Education Group (formerly known as Great Lakes Higher Education Corporation & Affiliates) has invested heavily to advance postsecondary success for low-income students, students of color, and first-generation students. Since 2012, Ascendium has awarded over $10.2 million in Dash Emergency Grants to 63 two- and four-year institutions. Through Dash, colleges administer emergency aid (EA) grants to meet students' unanticipated expenses so that more of these students stay on track for completion. These small grants, often $500 or less, can make the difference in whether a student is able to remain in school. Ascendium contracted with Equal Measure in late 2017 to create a set of tools to help the field codify the process of awarding emergency aid. Emergency Aid for Higher Education: A Toolkit and Resource Guide for DecisionMakers is the result of more than 10 months of research, interviews, focus groups, and webinars with Dash Emergency Grant recipients that elucidated current best practices, and gaps, in administering EA programs.

The year 2014 marked 50 years since the civil-military coup in Brazil, on March 31, 1964. Recently, Brazilian historiography has been devoting a renewed interest in this period of the military rule in the country (1964-1985). A common element in the analyses that have developed identifies a significant role for the rule of law-human rights movement in the country, from which it would have been possible to form a systematic opposition to the Brazilian dictatorship that would lead to the transition to democracy. Nevertheless, there is still an existing gap in this discussion about the Brazilian rule of law-human rights movement, which relates to a consistent analysis of the network of politics and practices, connected to the field of law in Western countries since World War II. It is my premise that this analysis will facilitate a better comprehension of the Brazilian transition and its historical connections with the "Global North." The philanthropic foundations played a significant role in promoting this network. My research contributes by filling in aspects of this gap in the Brazilian debate, and provides an analysis of the role played in the rule of law-human rights international movement by the International Commission of Jurists (ICJ) and the programs of philanthropic foundations concerning the field of law directed to Latin American countries.
Native Americans in Philanthropy;
From 2002 to 2016, large U.S. foundations gave, on average, 0.4 percent of total annual funding to Native American communities and causes, although the Alaska Native and American Indian population represents 2 percent of the total U.S. population. This report provides the latest data on foundation funding for Native Americans, alongside important historical context that has contributed to the unique experiences and challenges Native Americans face today. The report also consolidates advice and feedback from philanthropic and Native leaders, who reflect on successful work and practices in partnering with Native organizations and communities.

For more than a decade, states and cities across the country have served a leadership role in advancing science-informed climate policy through city, state and multi-state efforts. The rapid pace by which state climate policy is emerging is evidenced by the number of new laws, directives and policies adopted in 2018 and the first half of 2019 alone. Currently, there is an active ongoing dialogue across the U.S. regarding the intersection of climate and equity objectives with efforts targeted at addressing needs of disadvantaged communities and consumers. This climate/equity intersection is due to several factors, including recognition by many cities and states that climate change is and will continue to have a disproportionate impact on certain populations and will exacerbate existing stressors faced by disadvantaged communities and consumers. Research indicates that a greater proportion of environmental burden exists in geographic areas with majority populations of people of color, low-income residents, and/or indigenous people. It is well known that certain households (including some that are low-income, African American, Latino, multi-family and rural) spend a larger portion on their income on home energy costs. States and stakeholders are realizing that a transition to a low-carbon future by mid-century will require significantly increased participation of disadvantaged communities and households in the benefits of climate and clean energy programs.
This biennial report includes findings and recommendations about the Safe Harbor initiative, based on key informant interviews, participation surveys and interviews, focus groups, and information about youth collected in a database by grantees. Key findings include:

Integrated Planning and Advising for Student Success (iPASS) is an initiative funded by the Bill & Melinda Gates Foundation to support colleges that seek to incorporate technology into their advising and student services. In iPASS, such technology is intended to increase advising's emphasis on a student's entire college experience, enabling advisers to more easily (1) intervene when students show early warning signs of academic and nonacademic challenges, (2) regularly follow up as students progress through college, (3) refer students to tutoring and other support services when needed, and (4) provide personalized guidance that reflects students' unique needs.
To study how technology can support advising redesign, MDRC and the Community College Research Center partnered with three institutions already implementing iPASS: California State University, Fresno; Montgomery County Community College; and the University of North Carolina at Charlotte. The three institutions increased the emphasis on providing timely support, boosted their use of advising technologies, and used administrative and communication strategies to increase student contact with advisers. The enhancements at all three institutions are being evaluated using a randomized controlled trial research design.
This report shows that the enhancements generally produced only a modestly different experience for students in the program group compared with students in the control group, although at one college, the enhancements did substantially increase the number of students who had contact with an adviser. Consequently, it is not surprising that the enhancements have so far had no discernible positive effects on students' academic performance. The findings also highlight the potential for unintended consequences. Before the study, each of the institutions had required that certain groups of students see an adviser before registering for classes in the next semester. Each institution expanded this preregistration requirement to include all students in the study's program groups, but at one institution, the requirement appears to have contributed to a small reduction in earned credits.

The Mission Aligned Framework for Investing, introduced in this report, is a management and governance tool created by KKS Advisors on behalf of the Kellogg Foundation. It offers a set of determinants related to our programmatic strategy and desired outcomes. As we evaluate our investments, this analysis is contributing to our thinking and ongoing measurement of sustained impact. We offer this report as a resource for the field and a tool for other organizations exploring mechanisms to evaluate the social effect of investments in pursuit of deep impact.
Philanthropy for Social Justice and Peace;
Individual giving in India, Russia, the Arab region and Brazil is part of PSJP's Philanthropy Study. Previously the study has focused on producing a series of papers on philanthropy in four emerging market countries/regions – India, Russia, the Arab region and Brazil. These studies have taken a broad view of philanthropy, encompassing everything from individual giving (by the very wealthy and by people of more modest means, including crowdfunding) to giving by private and corporate foundations, CSR, community philanthropy, social justice philanthropy, self-funded movements and impact investing.
The current paper looks at individual giving by ordinary people in these countries/ regions in more depth. Seen as an area of great promise in India and Russia, it is at an earlier stage in Brazil. In the Arab region giving to the social sector is barely making headway, though traditional giving is very much alive.

When low-income residents struggle to make ends meet, non-profit social service agencies can help fill the gaps. In doing so, these agencies must find sufficient funding, retain qualified staff, and craft efficient service delivery mechanisms that are respectful of clients and communities. Some of the challenges that service providers encounter are exacerbated by rural characteristics, such as vast geographic distances and the lack of economies of scale. Yet in some ways rurality is beneficial, as small communities can facilitate community engagement and providers can engage natural supports in their service delivery work.
Ascendium details how colleges have learned to probe for the underlying issues that contribute to financial emergencies, and are connecting students to community agencies as well as offering enhanced campus resources.
While the report offers many lessons learned and insights, three key messages prevail:
Colleges created an institutional culture where students feel safe asking for help.
Colleges are more aware of students' holistic needs.
Emergency aid is a vital retention tool.
For many low-income students, an unforeseen car repair or medical bill can mean the end of their college hopes. While typically not large expenses, they can be enough to force these students into a tough choice: stay in college or pay the bill. Since its inception, Ascendium's Dash Emergency Grant Program has helped more than 100 two- and four-year colleges throughout the U.S. implement emergency grant programs on their own campuses.
